Yes, Löscher/Zwickau eveloped the vehicle on behalf of Simson/Suhl. My source cites the year 1978, but one year development time seems normal to me. This is your next point.
Here are a few more details: Based on a watercooled engine type "M 541", equipped with rotary vane control. 15 hp at 16.000 rpm, 6 gears.
Planned for youth development of road racing. The project was stopped when the regulations increased the engine capacity from 50 cc to 80 cc.
