I made a mistake (again). A member of the site just pointed this out to me. It is indeed a formula 3 which comes from the east but it is not an RAK. To apologize, if you find the puzzle, it will give you 2 points.

(I have at last found your source of this puzzle photo. It is very misleading. It identifies the car as a Formule Wartburg F3. I think you are correct in thinking it is a Wartburg-engined Formula 3 car. There are results pages which confirm this.)
