Can you identify this peculiar part?
Ein Henschel zieht am Berg und ein Mercedes
an den Türen. (and an attempt of a translation):
A Henschel in rushing up the hill, wheras in a Mercedes wind is rushing through the doors. c/o norberthanke

Trolley bus or tram 'shoes' which fit on the end of an arm from the top of the tram/trolley bus and make electrical contact with the live wire. The ring underneath enables the 'shoe' to be pulled downwards off the cable and either tranferred to the opposite end of the  tram or to be disconnect from the live feed to the vehicle.

Yes it is a trolley wheel of a trolleybus. Built by AEG in 1933. Thank you for your detailed description, you have really earned the point.
