Is it an European make, not French or Italian, but possibly with an Italian / Lancia chassis ?

I only know the name, not what engine or chassis it uses. It has professional-looking badges, but it is not a make I have ever heard of before and I can find no mention of this car anywhere I have looked. I would guess it's a one-off but built by somebody fairly talented and possibly with an eye to making further examples.
