The picture is very reminiscent of one of the many "fantastic" designs by Rene Villemer from Aubervilliers, France.
Is it a pattern of Villemer? I mean only the design, not the intended chassis?

This is one of a series of imaginary designs for coachwork commissioned for publicity purposes by a paintmaker called Radiose whose were based in rue Rene Villemer, Aubervilliers. Perhaps intended for a Hotchkiss, but that's a guess.
