Sources vary on the precise details, but it appears to be the KUA, or one in a series of vehicles called KUA - in this case the KUA-3, a design from the Young Motorists Club of the Gorky Automobile plant which could seat at least two people with one in the boot or possibly four people, depending on the article.

Locked for you, it's indeed a КЮА/KYuA (Клуба Юного Aвтомобилиста) designed by schoolchildren. Can you give me their names? Do you know the year?  :)

(From my understanding, the 3 is an old model, a convertible.)

It appeared on the front cover of the magazine МОДЕЛИСТ-КОНСТРУКТОР (Modelist-Constructor) in 1979 and the schoolchildren developers of the car were named as: I. Tyutyukin, D. Levchenko, E. Sumin, E. Mochalov, I. Komissarenko and A. Belozerov.
