I suspect this city is located in Burgenlandkreis region. I looked at the 2015 statistics and I couldn't find a place where around 3500 inhabitants live. Those places are located around 170 km from Dresden and 70 km from Leipzig

So what am I doing wrong?

You are looking too far west. The town is more than 50 and less than 150 km away from Dresden, and it is to the south of Leipzig.
