Thanks Ropat53 for unclogging the completion of this "devilish" puzzle. There are only two couples left to join. I tell you what I have already need to deduce
Rust 11 is a French Talbot bodied in the UK and ist partner is Place B which is a photo of the Washington Capitol under construction. But I could not find the relationship between them
Rust 15 is a supposedly obscure English vehicle, similar but not made by SCAMP. Logically it can only be related to Place A which is a photo of Bradford, Yorkshire. The word that relates them is Yorkshire, what remains to be found is the brand of Rust 15.
Two easy extra points for Ropat53 or any other pro that wants to help to finish the puzzle.
Anyway I had a great fun solving the first 12 couples, thanks Wendax

Rust 11 has already been solved, it's the Winchester London Taxi, Rust 9, the Talbot is still unsolved.

I don't know. The car might be a more or less modified Scamp, but it has a manufacturer of its own.
