I am not too sure how to approach this quiz as 2+ hours of research always lead into the "Black Hole", the name of the builder.
Pal very nicely left the name of the original photographer, Sennecke, on the bottom of the puzzle photo and I was able to find not only this photo but hundreds of his works that were very interesting.
That led to "Zeitbilder 16/1924" which is where the photo was apparently published. Found that and the proper page.
Unfortunately, this reference and many others refer to this vehicle as being built to represent a locomotive in 1924 by "An Eccentric American" and no more details including his name and the location. Speaking of the location, it does not look like the US, and Sennecke seems to have done most all of his photography in Europe.
I can see pieces of a few words on your photo that may have the answer, but the source with that photo never came up in my search.
So Pal, that is as far as I can take it for now. Please do not lock it, give someone else a chance.
