I think that leaves us with two options:
  • a builder of bicycles
  • a builder of motors or motorcycle components
I can't imagine trying to identify a French bicycle manufacturer from the 1930s that never produced another motorized vehicle (probably many hundreds to choose from), so did this company build motors that were used in motorcycles?

You are going in the wrong directions. What is the product which is very closely related to motorcycles but it is not a vehicle in itself? According to Wikipedia it is a device

Yes, the article only said sidecar builder from Lyon, but as you proved with the logo, this is the elusive three-wheeler of Bufflier which is only mentioned in a book about cars in Lyon without an illustration. Another point to you
