I've found the car, but little info. So far, was built between 1986 and 1987 at University of British Columbia by Mechanical Engineering student Bruce Hodgins (leading the group) apparently named "Team Expo 86"? at 1987 Innovative vehicle design competition

It was called Turbic, an space-age vehicle.
