It's not Pennsylvania.

As this puzzles site is about expertise in identifying car photography, not cartography (this could be AP's new strap line!), I will help you out and reveal that the other connected State for this vehicle is Illinois, which I still don't think will help to identify the car if you don't know what it is already   I've known about this car since I was a kid in the 1970s, so didn't bother posting it until recently as I assumed it would to be too easy. Clearly that's not the case

I've found the car. It's Amectran Minivan by Edmond X Ramirez 1976 USA. They said that it's a non-rolling model. There's an article about it in Southwest Airlines Magazine, August 1976. They called it EXAR-1 SUV  Prototype

This EXAR-1 pre-dates the 1979 Frua-styled Amectran EXAR-1 coupe that's already appeared on AP, and is claimed to be not only the first vehicle to feature an in-car computer, but also be the world's first cross-over SUV minivan, inspiring Toyota's 1990s Previa, according to its creator, Ramirez!
