Yes and No
Yes, in the sense of European as opposed to American, Australian, or Asian.
No, in the sense of Mainland European as opposed to British
ie it's British

No more guesses from the experts so it's up to the Pros.
Reminder: It's a Jowett Jupiter with a British-made body.  But who by?

Jowett Jupiter 1951 by Epsom Motor Panels?
Yes.  A point is on its way to you

My source says "1952 Jowett Jupiter attributed to Epsom Motor Panels".  Do you know anything more about it?

Dear D-type, at first, thank you for puzzle and point
I attached two notes,
one that shows, what could be found online about this car,
and a second one, about a very appreciated book, mentioning nearly every special version of the Jowett Jupiter
