I think Bertrand has set us a very obscure Belgian maker so I'll try Pieper, which may have built something like this in about 1924 (if they were still active in 1924)
Obscure,yes that's sure but "very", I don't know.  1924 is correct but not Pieper

Of course 1924 is far too late for Pieper as I should have remembered.
Perhaps it's D'Aoust which was active in 1924. If it is, I don't know anything about it
