I don't know who built this, but I do have some information to contribute. It's a one-off powered by a turbocharged Chevrolet Corvair flat-6. It appeared in an episode of the TV show Knight Rider (aired 10 March 1985) and in Condor, a 1986 made-for-TV movie.
