I think  this is the TUM town car prototype of 1977/78, made in France and using Citroen 2CV running gear.
A car is for life, not just for Christmas.

The "Transport Urbain Minimal", a microcar prototype made by Ecole Nationale Supérieure de Mécanique, from Nantes. It used a Citroën 2CV 4 engine and had gullwing doors.

A one-shot, built in 1979.
