The rear end of a VW Brasilia without cooling slits combined with the VW Passat B1?
It could be a Brazilian conversion that anticipated the first VW Gol, which also had its air-cooled engine in the front.

That's a good start as it is Passat-based and did use some Brasilia parts around the rear.
So it's locked for you to identify more accurately and fully.

OK, found something: VW Passat Besouro

A Passat B1 from 1977 converted by the Brazilian dealer Besouro with parts from various VW types. The car should appeal to an exquisite clientele and was offered at twice the price of the basic model. Only one or two exemplars were built. I did not find out if the car was officially called VW Passat Besouro (my Portuguese is lousy  ;)).

That's the car!
It wasn't an official VW model but as you say was converted by Rio de Janeiro dealer Besouro using rear parts from the VW Brasilia.
It doesn't seem to have been an awfully successful project!
