In my gut, I could tell that it's Suzuki Every Wagon (aka Carry), but for life of me, I can't find identical ones. Japan Police used very similar ones, but all photos online show a different grill.
It must be some sort of specialty mod.

You are correct, it is a modified Suzuki Carry. If you can find who made it, points yours!

Obviously it was extensively modified for a specific function.
Was is for police and/or other security related?
