Burrows was an American cyclecar company which made a Tandem Cyclecar in 1914. It looked very similar to the puzzle car

Not american.
It was intended to be built in higher numbers, even the engine was self-built.

To be honest I do not know, in which country this was built.
The name of the car and the builder sounds 100% german/austrian or swiss.
