I think it's a swing-seat tonneau where the front seat swings aside to give access to the rear.
It has some similarity to a Decauville of about 1901 so I'll suggest that without confidence

Thanks, Allan! The black area beneath the front seat might suggest a passage after the seat swung away. That would explain the unusual bodywork.
