It is an Alfa proposal and you're partly correct in that it was transverse-engined and FWD, but it's nothing to do with Tipo 103, not from 1959 and not 4-cylinder.
But I'll lock it for you for another try to see if you can find more out.

The Tipo 103's predecessor called "Project 13-61" from 1952 to be powered by a transversally positioned 2 cylinder engine, also a FWD drivetrain proposal?

That's the one, yes.
It was to be powered by a 750 cc twin-cylinder transversely mounted engine driving the front wheels.
Who said Issigonis invented that with his Mini?!

Thx for the point. Last week I saw this actual scale model proposal in the Alfa Museum, however no description available and I assumed it was an iteration for the Tipo 103 project.
