Yes, it's an Audi modification, with localized parts. In China the vehicle will be registered as such after suffering the reffitting/modifications.

Look at the wheels, the doors and the glass house: it is rather the other way around. It is some car modified to look like an Audi.

Yes, the chassis/wheels aren't correct for an Audi, so it's a heavily localized mishmash.
