It's a folding electric car designed for women. Location here is Brockley, London. Can't find any details leading to an identification.

There's no chance I can find this thing. I did find several comments and discussions regarding the video of PM1931 (Folders! Filmed At Brockley) but no clue as to what the actual vehicle is. The clip also appears to show 2 or 3 different vehicles with the same reg. Feel free to unlock.
