Yes, this car is called 'Ponghwa-ho' (봉화호).

And a description from my DPRK archive:

Illustration of a propaganda/parade vehicle shown in a North Korean art manual. Left hand drive and Japanese-inspired. Note the roof opening and the rear doors placement. There also seems to be no room for a trunk or a rear hatch opening. The inside seating contains a special seat and desk for the propaganda person to use the loudspeakers through a microphone and the rear seats are foldable. Its name '봉화' means 'Lodestar' in rather archaic English. This car doesn't exist. It is just an example of art design.
