Canadian special built by Tony Polifka of Kingston, Ontario. Mercury Marine 750 motor, gearbox built from Austin Mini parts.

All you have mentioned is correct. There is a car's designation in very near conjuction with the builder's name.

Apparently, Anton 'Tony' Polivka of Kingston, Ontario built and raced a variety of interesting cars over the years - Formula Jr specials, a Buick V8-powered VW, a V8-powered Sprite, and more. I've found this particular car being campaigned 1967-69 under Tony's 'Scuderia Hysteria' and listed as 'Special,' 'Tony's Special,' the 'Anton Polivka Special,' and as the 'Mercury Outboard Special.' Are any of these the name you're looking for? ('Tony's Special' would certainly be "in very near conjuction with the builder's name.")

Yes, I know, there are some designations of this car around. You are very close the designation I have. It's 'Tony P Special'
Please correct year. It's far earlier, while powered with Mercury outboard engine (caution: a later sister car existed)

The first two cars Tony built and raced were both Formula Juniors, in 1960 and 1961. Then he built the 3500cc Buick-VW and raced it all throughout '62 and '63. I have no records from 1964, but he reappears in 1965 with this car, powered by a 996cc Mercury outboard motor. I found a source that refers to the car as the "1965 Mercury Outboard Special of Tony Polivka," but 1965 doesn't sound like "far earlier" to me, so 1964?
