Was it built to serve a specific purpose (e.g., tow vehicle)?

Unfortunately, the image is too fuzzy to make out any details. Without revealing too much, can you please explain what's going on with the front bumper (#1)? Is something attached to it? Also, is the triangular-shaped object (#2) attached to the vehicle, or is it just something in the background? Thanks!

Sorry, haven't a picture of better quality. This is my original one. So I see, what you see. Haven't any details about the front bumper

Did it have a name, or just "self-built car" by whomever?

Did that name include the term "roadster," "speedster," "sportster," or something similar?

This is a long shot, but any connection to Lloyd Kester and the Arneson family of Arneson Chevrolet in Wisconsin (creators of a similar vehicle)?

I don't generally care for source-related questions, so I won't be offended if you choose not to answer this one. (I wouldn't ask such a question if the puzzle wasn't already over a year old.) Was this found in a U.S.-based, English language source?
