The article says Emile Thien and talks about an electric car with body by Kühlstein, electric engine by Kayser&Co

The real name of this person is Emil Thien. He was based in Berlin and was one of the early German motoring pioneers.
He was one of the founders of the first German car club, the Mitteleuropäischer Motorwagen-Verein
He operated the Omnibus network in Berlin from 1895
He was the first one to use a motorised taxicab in the city in 1899 or 1900 (depending on the source)
This electric vehicle was intended to be an electric taxicab in 1897
