OK! Found it. It's called the Saith Fully Electric Vehicle (FEV). Saith Technologies is the company of Zimbabwean Sangulani Chikumbutso, who claims that the car has been designed and built locally in Zimbabwe... but apparently he also claims to have invented a machine that can "harness energy in earth’s atmosphere to generate electricity that can power homes and other installations. The machine is called Greener Power Machine because it uses no fuel, has no emissions and no moving parts. It theoretically runs in perpetuity creating energy to power itself and other sources of demand" , so you have to take his claims with a grain of salt, or a handful.

- "The automobile doesn't need charging from a source of electricity. It entails just 5 normal gel batteries to begin producing sufficient capacity to start the vehicle and charge the batteries (continuous automobile)."
- "Sangulani proposes that perpetual motion units utilize more power compared to the output in which he did the contrary; a lesser amount of power to get more output. Because of this (repelling the acknowledged laws), as outlined by him, his engineering is not capable of filing a patent globally."

They also made a hybrid helicopter...
