This is difficult.  I have not been able to trace a Mr. Haggerstone resident in Manchester.  The car seems to have an Alvis or Lagonda stance, but that is all I can contribute at present.  This is one for the bucket list! 8)

I found a copy of the original article. In the photo caption it says the builder was Dennis Haggerstone, but in the article itself the name is given as 29 year old author Denys Haggerstone of Hill Lane, Blackley, Manchester. I haven't been able to find an author under either name or anything on the car or the man other than this one article. As well as the information already given , the article says the car uses a Jaguar engine and has aluminium bodywork with "fish fin stabilisers". The headlights were fitted with a variable switch so they could range from a "dull glow to a searchlight beam". The bonnet could be removed for maintenance.

This has been with the Pro's for nearly 2 years and it's now nearly a year since the last post, so I'm moving it to the Masters Puzzlers board to see if it can be brought to a conclusion..

I think I added to the story, I'm just not sure if 660851 is aware?

He does still log on from time to time; last time was on 19th June.
You could always send him a PM and ask for his comments.
