OK, so it's not North or South America, Asia, Africa or Australia, so that rules out all the continents except Europe.It doesn't look like a European scene so it must be an island; in the Caribbean?

In 1936-1937 three racing cars were built by Eduardo Ferreirinha and were known as 'Ford Especial V8's '. Later a road version was built known as the 'EDFOR' There were another four of these. All cars were built in Porto. The first car to race after WW2 was in 1947 so I am assuming that the driver of the car in the picture is Augusto Madureira.
