I couldn't have found anything very specific... 4-cylinder inline (15-20 HP) of the beginning 20th century?

It is a chassis waiting to be bodied, but probably at the factory and not a coachbuilder.

The date is the early 20th century and the engine is rated 20hp.

You would be right. It's the chassis of a 1906 Bell 20hp. I've got a picture somewhere of the car complete with body, and I'll post it sometime.
