It is an Ogle design, probably by Tom Karen but I don't know that for certain.
Nothing to do with the Allegro but I'll lock it for you for a day or two to see what you can find.

There is a very similar design that Volvo used so was it designed for Volvo?

This look like the Ogle Project 2000 styling proposal, from c.1980, as featured in the design company's corporate publicity at the time, with a small scale model of this concept appearing on the Ogle stand at the October 1980 NEC Motor Show, alongside the 'star of the moment' Ogle Mini Metro.

Yes, that's exactly what it is!  Well done.
They were particularly proud of the drag coefficient, which was 0.27 and they seem to have correctly anticipated the type of vehicle which would become so popular in the 21st century: the SUV!
I have it as a little later than 1980 though, nearer to 1985.

I just found the Ogle corporate brochure (dated 1983), which included a wind tunnel airflow shot of the Project 2000, as below.
