Another Austin Seven special I don't recognise! Seems to have been re-registered around 1949 to get the £10/10/- tax and to have back wheels and probably back axle off something like a Standard 8 or Singer 9

Yes, it's an Austin Seven special all right; I did wonder where those rear wheels came from as my source didn't say.

Yes it is!
The scarf worn by the chap on the left isn't Hatfield Tech. as the stripe widths are wrong, but without colour I can't offer even a guess.

It's so long ago I can't remember where I found it; it might have been a blog.

I'm afraid it didn't say.
The car has a Hertfordshire registration and there are no big cities in Hertfordshire, but of course when specials are built on older chassis/mechanicals the car still keeps the name and registration number of the original on which it is based.  So the registration number probably means little, although most cars in those days remained fairly local to their origin..
