No, but the year is closer. This car was not from an established marque.

Charles Steinmetz indeed appears in the puzzle image, riding in the passenger's seat! While that is not the answer (the builder was the man driving the car), I feel like giving you a lock to see if you can finish connecting the dots. targhediferro's guess of 1918 was closer to the actual date than 1916.

I'm running out of ideas - how about a 1922 Dey Electric?  If that's nowhere near the answer, don't lock it for me.

Yes, it's a Dey! One of Harry E. Dey's experimental units, from 1919 (the image is from the January 1920 issue of Popular Science). It was an electric car with a range-extender engine. You didn't nail the date, but that's OK, IŽll consider this puzzle solved. Well done!
