It only exists as a 3D model, but it is a reworking of an existing vehicle.

It is DuvedeC EDV Concept! A follow-up of the Dutch Duracar Quicc! Diva prototype (this is where I started my search...). The DuvedeC, as they say, developed first prototypes and last year it was bought by EDAG - "larger German company".
