It looks like a 1970 Dodge Phoenix, but it isn't something that simple, is it?

Well, It APPEARS to be a Mercury Marquis, about 1969 or 1970 . . . . but that would be too easy, so I'll guess that it's the Canadian version called the Montcalm.
I suppose it could be the lower-level Mercury Monterey, but it looks like it has a bit too much trim for that.

Ok then - It appears that the 1969 Canadian Mercury line, (All called Meteors) consisted of the model names Rideau, Lemoyne and Montcalm.

As you stated the puzzle car isn't a Montcalm, let's first try Rideau . . . and if that's not it, it must be a Lemoyne.

It's not a Mercury, as the make is Meteor, and it's curtains for the Rideau (a subtle joke there for any bi-lingual readers! ;) as its a Le Moyne, so a convoluted point to you.
