Designed and built by Marian Kotlicki at the Elta plant in Łódź. I can't read Polish, but he seems to refer to the vehicle as 'SAM 1985' (I understand 'SAM' is simply an acronym for 'self-built car'). Here are photos of the version in this puzzle:

In the meantime, Kotlicki pitched the idea to Fiat prior to building the car himself:

I went to the research and development center at the Fiat factory in Bielsko-Biała and showed them my project. They were interested, but they set conditions that did not suit me.
