No, the picture itself was not altered in any way other than the censored bits you see (the plate, in this case). What you see on the billboard is the actual vehicle. It was just filtered through a template to bypass reverse searching it by image and therefore slightly change angle perspective. I can add background color around it instead and the picture of the vehicle will still look the same.
