The red stuff are the remains of an awkward "watermark". I don't have a picture without that.

I think it is a Sicam. It says brevets Violet. Is Violet the name you are looking for?

No, my source made a connection to the company following Sicam, but I tend to think that my source may have got something wrong as I couldn't find any confirmation so far.

I've reread my source again. It certainly is the SICAM cyclecar, designed by Charles Benoit, Abel Bardin and Marcel Violet. In my source it is called Pelican, but on the other hand it says that Benoit and Bardin (subsequent founders of Motobécane) were still employed at SICAM when it was built and finally destroyed by a fire. So it is one point for you and I'll merge it with my former SICAM puzzle.
