Looks similar to some old Citroen trucks ? is it built by/based on  Citroen ?

I was making some research about old Citroën trucks and i believe it's actually a Type 23 and not 55:
the Type 55 has wider front wings compared to T23, 2 blinkers on each wing (T23 has 1), and ten-spoked wheels (T23 is 6)
