This one could be a tricky one.
I do not want to interfere with your puzzle, but be aware that this is not the car they say it is.
Do "they say" that it's based on either a C-type or D-type?

Ignoring what "they say" it is for the moment, it appears to be a Microplas Mistral body on a Jaguar chassis ... built in the 1950s?

It's built on a Jaguar-chassis. Not XK120, not C- and D-type. The body looks like Mistral, but isn't. Built in the 50's

According to Coys in 2015, it was "commissioned, built and driven by Dean Cozzi" (on XK150 chassis 834783). However, based on this comment:
...be aware that this is not the car they say it is.
as well as the legal troubles of Coys and its director Chris Routledge, it sounds as though this information is wrong? If so, was the car "recreated" in the U.S. prior to 2003, or by one of its subsequent owners (Wittmire/Meadows/Rattenbacner/Wimmder)?

Sorry 'gte4289', my source says, that the car has been commissioned BY Dan Cozzi and built FOR Dan Cozzi. But he didn't build it by himself
To be honest, I by myself, have no knowledge about a recreation of the car

Built by Nadeau 'Nate' Bourgeault of Sausalito, California.

Here's a pic taken in Indiana before the car was sold to Wittmire in the UK:
