There's a broad question.

The brand name is not American. The designer is usually called American, in spite of not being born in the USA.

Not Tom Tjaarda. This is the work of a major designer.

From this side of the planet, "European" is a difficult question. My answer will give it away. Different puzzles have described this country as in, and outside of Europe.

This is a design by Raymond Loewy. Hopefully there is enough info in this discussion, to find the name given to this car.

This was designed by Raymond Loewy in 1975 for Moskvich and seems to have been called the Moskvich XRL (the last 2 letters standing for 'Raymond Loewy')
There seems to be some mention of titanium in connection with this car as well, though I'm not sure in what context.
Most of the sites are in Russian!

One point awarded to Carnut for the correct answer.

My original sources did not call the car XRL or Titanium, but I do not doubt these names were applied to the car. I had this stored as "Relative IL-TE", but many Russian concept cars have carried this name, and is probably not an accurate designation. Puzzle will be stored in the "solved" section, with a simple description.

According to a new article published on Jalopnik, 11/2/2017, Syd Mead was also involved in the creation of the puzzle image. It remains unclear, if Mr. Mead merely took sketches from Mr. Loewy and made stylish renderings, or if Loewy started the process and Mr. Mead "improved" the design.

In 2014, Jalopnik claimed the puzzle image was a design by Loewy, rendered by Mead.
