So, what is it known as and who built it (not his/her name, just what the person did and where they resided will do)?

I think many have seen this before, but it is all I can contribute.
This photo was published in Popular Science Magazine, July 1933.
It was built by a mechanic in Chicago/USA in 1933.
So you have a name of the builder?
