Well, if it's not a WTF Special by Figoni et Falaschi, perhaps the shell is based upon a seaplane or airship float and powered by a lawn-mower engine?

This is the 1937 Turbo fusée of engineer G. Millet with liquid-fuelled rocket engine (at least I think that's what I think "théorie de l'energie réactive des fluides projetés" roughly translates as )
