Are you sure there is any connection with Fiat the carmaker? I don't see Fiat bites into this car.
Can it perhaps be just a Latin name: Fiat Public that means "let's be public"?

You know it's possible, I hadn't even considered that it might be that kind of connection, I simply assumed that given it was a vehicle and Fiat was in the name that this was it's base. Unless there is a more authoritative source, it's a fairly ambiguous name I suppose...

As pointed out at the beginning, those look like Mini wheels. But you are right: hard to say, with no info. It can even be rear engined (500/126) with smaller wheels.
