Okay, found it. It is called Pampero, designed by Pedro Campo und powered by a German V12 Argus engine from WW2. Very impressive machine !

The Pampero was built in 2004, according to Campo, who was also responsible for the Eniak Antique and the Trueno Naranja. Apparently the Argus engine used for this car was actually built in the Renault factory, in occupied France. It generates 450 or 580 hp, depending on the source. Campo, an engineer, designed the chassis of the car as a special, one-off job for Pur Sang. The styling of the bodywork is by Luis Huber. It resides in a private collection in Belgium.
