I found this car,its called the CAR TEA-500-6 by Justin Capra in Romania.The engine was a 500cc DKW motorcycle two-cylinder engine.,I couldn,t find a date though.

I had a wrong info about this car, so here is what I've found out after a new research

"Some time ago, Aurel Tudor from Alexandria read in the magazine "Sport zi Tehnic" a description of a small car "Doina-250" built by Justin Capra. Being a mechanic and a passionate tinkering lover, he decided to make the same vehicle. He purchased materials and prepared a design project for the machine. The T.E.A.-500-6, shown in the image, was built in five variants, but all were found to be flawed. The latter, who met the designer's requirements, passed the tests and is ready to go for a certificate of registration.
Here are some characteristics of the car: chassis made of pipes; Body is welded from a sheet 0.8 mm thick and a corner iron; Engine - 500 cube. Cm. (from the DKW motorcycle - two-cylinder two-act); Length - 3150 mm, height (width?) - 1600 mm, height - 980 mm; Steering mechanism (?); Hydraulic brake on the rear wheel in addition to mechanical on all wheels; doors opening up, etc."

So, the builder it's not Justin Capra. So it's Aurel Tudor from Alexandria, Egypt.
