Looks like an ordinary Golf
But it is a little wider.
German Car tuner Nordstadt buil a small series of this car.
A wider Golf with internals from a 928?
The car in the picture has wheels that looks like Porsche wheels also

All this is correct but the car has a name and the question is "who was responsible for it?"!

It was the manager of Nordstadt, Günter Artz who was resposible, and the name was Super Rabbit

Sorry to intervene, but Super Rabbit was just a nickname (given by Road & Track?). When it appeared Günter Artz was still labeling his creations with the Nordstadt name, as can be seen in the first picture below, together with Nordstadt's "Beetle carrying a rose" logo. The car is usually referred to as the Golf 928, so "Nordstadt Golf 928" should be the correct title.

Only two of these cars were built, the puzzle car is the first one. Attached are some pictures I took 15 years ago of the second one, powered by a 928S engine.

OK, I  bow to your superior knowledge.
I suppose since R&T is an Amercan magazine they just substituted 'Golf' for 'Rabbit' everywhere as that's what it was known as in the US.
Below is an extract from the R&T article, from which I assumed Super Rabbit to be its real name...

.....the prototype of a Super Rabbit built by Guenter Artz, manager of the Nordstadt Company, a Volkswagen dealer in Hannover. Artz is known for raising many an eyebrow in 1973 with his one-of-a-kind Porsche Carrera-powered 200-km/h VW Beetle.

In 1978 Artz conceived the idea of the Super Rabbit. "We took a complete 928 chassis and drivetrain and built a Rabbit body around it. It required extensive handwork because the size of the engine made it necessary to widen the body by approximately 9 in. Only the doors and side panels are original Rabbit; all other body panels had to be custom-made. The windshield alone cost us $3500," says Artz, who keeps a tight lip about the selling price of his creation. " But, whoever, is ready to put his signature on a sizable.check," promises Artz, "will have the time of his life!"
