It is an experimental fuel cell vehicle, yes, which is almost enough for the point as I don't actually know who built it..
All you'll need to do to earn the point is tell me what it's rather boringly described as... (Battery/Fuel Cell EV Design ***** ***** *****).
You can have a lock if you want it!

Not quite as the EV Plus is what this Battery/Fuel Cell research car is based on..

How about Honda EV Plus Fuel Cell eXperimental Vehicle 1.  There was also a V2 with a Methanol derivedfuel cell as opposed to V1s Hydrogen.  I'm not sure its possible to tell which from the photograph.

Is the initial Honda FCX Hydrogen Fuel Cell 'ZEV' car the name you are looking for (?), is this is what Honda originally called a prototype derivative of the car that shared its body shell with the production EV Plus, as sold in California from 1997-99.

I don't know if Honda built it or if it was some Institute or Ministry who did it using a Honda body.

At last I've found the source of the puzzle picture and it's simply called Honda EV : see the decal next to the rear wheel arch. I don't know where the "Battery/Fuel Cell Design ******* **" designation is coming from.

Or are you looking for the word "package" ? The chapter where the snapshot has been taken from is entitled "Battery/fuel-cell EV design packages".

Actually that's not the site I got it from.
It came from a Japanese site about electric vehicles, where it was described as being part of a state programme for developing electric cars and was described as "Battery/Fuel Cell Design Package 12", so I'll call it solved as you have got just about all of it.
Oddly the site never mentioned Honda at all, but I took it that it was not a standard Honda EV as I don't think that would be described as a Fuel Cell vehicle.  I may be wrong though, as the words were translated from Japanese using Google Translate, and maybe  it's just a standard car.  I'll try to find the site again and see if I can glean any further information.

Yes, you're right, he does.
I've been looking into this but haven't been able to find the Japanese site again.
I suspect the car is in fact a standard Honda EV so I'll change the title and give Skut his point.
