American at least?
Built on an American chassis, but not made in the USA.

South American?
Yes -- made obvious when I chose to avoid saying it was not American!

The truth is, very few people in the Americas would refer to a person or an item as 'American' unless that person or item originated in the U.S. (Try calling a Canadian person 'American' and see how they react.:D) But I've met a number of Europeans who use the term 'American' to refer to people and things from the Americas in general, so I try to keep that in mind when responding to questions on AP.

These days if anyone is referred to as 'American' they are from the United States.
Otherwise they would be 'South American' or 'Canadian'.  I've never heard of anyone being referred to as 'North American'!

We are all Americans, North, Central and South Americans, even Caribbeans.
Is this puzzle car from Argentina?

A term reserved solely for people from Minnesota. :D

I'm sure that's true.
I don't decide what people are called; I was just talking about common usage in the English language.

As far as I understand, the Puzzle car is not the one that Bash International built for Banco Uruguay. The Logo belongs to the "Policia de la Capital"
